Project Description
This project will complete a critical gap in the walkability of the Village of Cayuga Heights. A continuous sidewalk will be constructed along Kline Road from Highland Road to Wyckoff Road and along Wyckoff Road from Kline Road to the Lakeview Cemetery Entrance. This will complete the connection to the existing multi use trail adjacent to Ithaca High School on East Shore Drive. This pedestrian network will also include high-visibility crosswalks and signage. The benefits of the project include providing a safe walking route to and from school, reduced vehicular traffic on this hilly corridor that has a number of blind spots that reduce visibility and environmental benefits from the reduction of traffic.
Two alternatives were considered. Alternative A considered a sidewalk on the south side of Kline Road from Highland Road to Wyckoff Road, then cross over Kline Road and continue along the northside of Wyckoff Road to the Lakeview Cemetery. Alternative B considered a sidewalk on the north side of Kline Road from Highland Road to Wyckoff Road and then continue along the north side of Wyckoff Road to the entrance to the Lakeview Cemetery. The proposed sidewalk on the north side between Cayuga Heights Road and the Lakeview Cemetery will be located in the same area where a sidewalk previously existed (portions were removed, however there are some locations where this sidewalk infrastructure still exists). Alternative A has been selected as the preferred alternative.

Right-of-Way
The design of the sidewalk will occur within the current roadway right-of-way and no right-of-way will be needed from adjacent property owners.
Work Zone Traffic Control
Vehicular traffic will be maintained at all times for the duration of the construction project. At certain times during construction, traffic will be controlled by construction flaggers that will alternate the direction of traffic that can proceed around the work area while the other direction of traffic is stopped. Driveways will be accessible during the construction period.
Section 106/SHPO Coordination
The New York State Office of Parks, Recreation and Historic Preservation (NYSOPRHP) was consulted due to the projects adjacency to a National Register of Historic Places (NRHP) Historic District. NYSOPRHP required that an Architectural Reconnaissance Survey be completed of six properties to determine if the project would have any significant impact on those properties. The survey was completed in August 2021 in accordance with the New York Archaeological Council's Standards for Cultural Resource Investigations and the Curation of Archaeological Collections which are endorsed by NYSOPRHP.
After completion of the study and further coordination with NYSOPRHP, the sidewalk location was modified to preserve a tree that was considered to be a character defining component of the landscape. With that design modification, a finding of No Adverse Effect was received from NYSOPRHP and the Federal Highway Administration.
